Water is essential to life. During an emergency, should red tape be pushed aside in order to provide emergency assistance?

> The New Zealand Defence Force (NZDF) has confirmed the transfer of water from HMNZS Manawanui was stopped last weekend during the height of the city water crisis due to certification requirements.
