Police advised that the protest was legal  
Police advised the PM to talk to the protesters  
Police knew any attempt to remove them would be unsuccessful

PM refused  
Speaker trespassed the protesters and applied his own techniques  
Speaker, DPM and AG express frustration to Commissioner at lack of action  
No records of meeting

Police move to remove protesters  
Violence happens
