‘Does ‘super’ generate economic activity?’

It plainly does.

The harder question is:

‘Can future taxpayers sustain the level of entitlement without either higher taxes, higher debt, later retirement ages or slower growth elsewhere?’

Yes, as long as the correct net figure is used and not the fiscal gross figure.
