Water is essential to life. During an emergency, should red tape be pushed aside in order to provide emergency assistance?

The New Zealand Defence Force (NZDF) has confirmed the transfer of water from HMNZS Manawanui was stopped last weekend during the height of the city water crisis due to certification requirements.

They unloaded 106,000 litres of water into tankers on the wharf and it was taken to a storage site in the city.

The Herald was told the ship had around 300,000 litres on board.

“The transfer of water into water trucks was stopped due to certification requirements,” an NZDF spokesman said.

The Herald was told the ship was not a “certified water supplier.” […]

The Gisborne Herald was told the water was tested prior to leaving the ship and going into the water tankers and tested again at the storage site.
