Whether due to political pressure, fear of backlash or a desire to avoid conflict, there appears to be a pattern of reluctance to challenge certain viewpoints.

When councillors stop asking hard questions, stop testing recommendations, or consistently defer to external pressure, they cease to function as true representatives.
