1. The Stats report is the more damning one

- 📷 Photocopying Likely: Evidence suggests census forms were photocopied, violating explicit instructions from Stats NZ.
- ❌ Breach of Confidentiality: No confidentiality certificates signed by staff, and personal census data was mishandled.
- 🔒 Storage Failures: Forms left in non-secure areas, some even remaining at Marae a year after the census ended.
