New Zealand’s chief trade negotiator has revealed that Indian officials threatened to walk out of free trade talks multiple times – including at ministerial level – over New Zealand’s push for dairy access. The final deal delivers almost nothing meaningful for dairy and hands India migration concessions that New Zealand First already flagged as a red line.


WHAT HAPPENED

Vangelis Vitalis told parliament’s trade select committee that India “flatly refused” to engage on butter, cheese and milk powders. When New Zealand kept pushing, Indian negotiators threatened walkouts. The result is a deal that scraps tariffs on bulk infant formula and some protein products but leaves the core dairy sector locked out. In return, New Zealand secured limited quota access for apples, kiwifruit and honey, plus a dedicated visa pathway for up to 5,000 Indian professionals over three years.
