OpenAI has trained a model called ChatGPT to interact in a conversational way. The dialogue format makes it possible for ChatGPT to answer follow-up questions, admit its mistakes, challenge incorrect premises and reject inappropriate requests. ChatGPT is a sibling model to InstructGPT, which is trained to follow an instruction in a prompt and provide a detailed response.

In the style of a New Testament parable write a parable about an oppressive central government loading more and more requirements onto local government without providing adequate funding or resources for them to undertake the extra responsibilities.
And it came up with:
Once upon a time in a land far away, there was a central government that ruled over many smaller communities. The central government was very powerful and oppressive, and it loved to impose more and more requirements on the local governments without providing any additional funding or resources to help them carry out these tasks.
One day, the central government decided that all local governments must build a new road to connect their communities to the capital city. However, they did not provide any money or materials to help the local governments accomplish this task.
The local governments were frustrated and overwhelmed by the additional burden placed upon them, but they had no choice but to comply with the central government’s demands. They were forced to divert funds from other important projects and borrow money from wealthy individuals to pay for the new road.
Despite their best efforts, the local governments struggled to complete the road on time and within budget. Many of them were forced to cut corners and use inferior materials, leading to a poorly built and dangerous road that posed a risk to travelers.
The central government, however, did not care about the difficulties faced by the local governments. They only cared about their own power and control, and they continued to pile on more and more requirements without providing any support.
The local governments became angry and resentful, feeling that they were being taken advantage of by the central government. They longed for a time when they would be able to govern themselves and make their own decisions without interference from the oppressive central government.
But until that day came, they were forced to continue struggling under the weight of the central government’s burdens, hoping that one day they would be able to break free and govern themselves in peace.
